They have a very tight schedule at work or School, it's true, as adults with a whole plate overflowing with responsibilities and duties there's hardly time other than time to sleep, to do any pastimes. So the only way is to deliberately make time in a day to work on your art (this can be any hobby that you have). The act of creating art is what helps to develop your skills and find your style. Creating art is more of a process than the end results.
One of the best ways to begin is to not worry about being original. Instead, try to emulate the styles of artists that you admire. This will not only give you a starting point, but it will also help you to understand the techniques and principles used by those artists. There's a whole book that talks about this, it's called Steal like an Artist by Austin Kleon. You can also look at tutorials and online resources to learn new skills and techniques. We are living in a digital age and information age, it's a time where there's a whole lot of information on the web than at any other time in history. You can not only learn from your local creators but you can now enter the global stage and learn from anyone anywhere in the world. Proper use of social platforms and different learning websites can make this achievable.
Another excuse that keeps people from starting is the lack of equipment. You don't need to have fancy equipment or materials to start creating art. Many artists start with just a pencil and paper. In fact, on the bright side, the lack of equipment makes you creative. In the case of digital art, for example, you can also use digital tools such as a phone or tablet to create drawings, or make paintings. The important thing is to find a medium that you enjoy working with and that allows you to express yourself.
